HRPO sheet full form is Hot Rolled Pickled and Oiled sheet. Standard hot rolled (HR black) steel has a rough mill scale — a layer of iron oxide — on its surface from the high-temperature rolling process. HRPO sheets are HR sheets that have been through two additional steps: (1) Pickling — the coil is passed through an acid bath (hydrochloric or sulfuric acid) that dissolves and removes the mill scale, leaving a clean silver-grey surface, and (2) Oiling — a thin layer of oil is applied immediately after pickling to prevent flash rusting during storage and transport. The final product has no mill scale, better surface flatness than HR black, and is dimensionally the same as hot rolled. HRPO is not the same as cold rolled (CR) — HRPO has the thicker tolerances and higher roughness of hot rolling, but with a clean surface. Think of HRPO as 'HR sheet without the scale problem.' It sits between HR black and CR in the quality/cost hierarchy: better surface than HR black, lower cost than CR.
